Cash and vouchers offer targeted populations increased flexibility and choice when it comes to their own needs prioritization. For those funding agencies whose interventions is through Cash and Vouchers, HADS plays the following roles:
- Raising awareness of and advocating cash programming as an appropriate and effective mechanism for emergency response.
- Building capacity in the use of cash and vouchers.
- Gathering evidence through action research.
- Encouraging learning and knowledge-sharing among humanitarian actors.
